Can I use it to withdraw from my stealth US paypal to the card? The card says I should be able to.

US paypal, firstly, will only take US bank account last I checked so the Canadian account number won't be workable.
Secondly - and this pertains to Canadian paypal - I haven't tried it out. It does come with an account number....why not bite the bullet and try it out?

Woops sorry it's not a reloadable credit card, I meant reloadable prepaid card.
So if I have a verified US paypal do you think I could direct withdraw to the prepaid card?

Highly doubt it. Even if the reloadable cc does have a bank account number, chances are it only has Canadian institution and branch number, not a Routing number for US institutions.
