Can somebody please tell me a paypal country that you can remove all limits by just adding a credit card like Israel?

There is no exact list of such countries, as PayPal policies may change any time regarding any country. So such a list would be misleading and useless.

A few European countries off the top of my head, Romania, Bulgaria, Lithuania, Latvia, Estonia, Slovakia, Slovenia, Serbia, Bosnia, Macedonia, etc

Lithuanian accounts require documents to be submitted to lift the EU receiving limit.

I would think a few of those counties listed Sax do need documents as they are in the EU and it's the EU legislation that require documents not the individual country.
