I don't get it.

People keep mentioning adding bank account to European Paypal or adding a VBA. I live in the UK, how do I create a verified PayPal? Where do I get the VBA? Maybe I should open a company and apply for bank account? How do I do this, please help?

Is there a link where I can see what do I need to verify a PayPal of each country?

I am interested in PayPal of Italy or Latvia, the one I can withdraw to the card.

Sorry for all the questions, I am only used to dealing with the UK PayPal.

You can open several accounts in each bank in UK, that is how ppl do it.
Regarding Latvian paypals - very nice choice, as no bank is required to use them in full, and they withdraw into VCCs, that are not a problem to get.

You can have a UK eBay with a EU address
