same case here too, not Eu accounts, but in One or 2 minutes paypal get limited after 1st payment received,;; on other accounts everything is ok,

Why is this happening? Is this just a temporary bug?

I wanted to say it is for international accounts, no problems in USA.
So what we do? Do we all write, call paypal? So it's get fixed?
It's not normal.
How much you receive with the 1st sale?

thats behavior linking, i am styding it now, there is a common factor they caught us with, that what we need to sort.
it is not the
item
price
time
internal ip
.....might be something else i am working on it now.

What stealth accounts?
My family made their original accounts and try sell their own stuff and paypal got limited anyways after sale.

Behaviour?
We try about 50 different listings, prices, shipping time, descriptions etc and same limitation.

This happened from June 25th when the new paypal policy update came out, there was nothing about this in update.
My last succesfull sale was on June 24th, next sale was un June 26th and I got limitation, after that all the time.

I tryied so many things, I think this is a paypal problem, what else you can do?

Anyways if you first got resolve this problem, message me or write it here, if I will resolve this first, I will do the same.

I really think we need to contact paypal, facebook, email, phone, etc.

And still it isn't just for new accounts.
I got account with 3 sales for about $500 all went well and I made the next sale on that account after June 25th and paypal got limited, so I think it is a bug, it was real account with real info, with some selling activities, aged for some months and got the same limitation.

what are they asking from you in the limitation specifically??? id etc???

also you can accept payments ( not the hard limitaion )

Yes, they ask me the same things.
And in limitation details you get? - Why is my account access limited?

it does not matter the amount, you got 60 and 460 and both ways you have been limited...
this is behaviour link.
are using vmware or different user!?

I am using internet broadband, just huawei modem which change ip every time I plug it in.
With 2 differnet accounts I sold item for $60, same item, different description, one got limited, other didn't.
I use same user as always, like all these years, I already try with different user, pc or anything, same thing.

Any payment i received it limit after 10 mint
Minimum payment i have received the $45 and the account limit after 15 mints and yes big amount i think bigger limitation
we need the solution asap

I think my first 20-30 sales were all under £10, I took no chances and it has worked a dream. If you are worried about cookies tracking you couldn't you just use Incognito mode if you aren't too fussed about ageing each account?

Also i'm curious as to how you manage to withdraw the money from like 70 accounts? Do you have 70 different bank accounts haha?

I have EU accounts.
No problems, like you mentioned.

I have received $725 USD on about 24hours old account, no issues at all.

So i suggest you to really check out all your setup,
they are linking your accounts that's why getting instant limitation...

This is not true by the way. Paypal does not check passwords for links.
Passwords are stored as salted hashes. So even if two accounts have the same password, the hash for them will be different.

Not necessarily the big solution by the way. OP is selling NEW ELECTRONICS that are mad popular (ipad, iphone, etc) on new accounts - these are tripping Paypal flags.

Password is not a linking factor as BiN4ry indicated.

Old accounts that have been doing probably survived because OP had luck. Sometimes that luck runs out. These kind of sales are too much risk on a new account

I have exactly the same problem as you. Only 2 my new accounts was not linked after 24 June. All other get linked exactly as you described. Did you find any solution?

They do link by passwords and this is a fact!

I tried to use a different password, but still get the same limitation.

I also tried to provide all the documents. After checking I was informed that they refuse me to use paypal due security reason. (All documents I provided were from real people)
