cap1 is blacklisted for young accounts, you can only add them if your account is established & trusted.

You're basing that on what? This has been discussed extensively on the forums, even the official paypal forum, the general consensus is it's blacklisted. What do you know that the others don't?

I personally use 360 for my main paypal accounts, but I didn't attempt to add them until they were active for over a year and have a healthy consistent amount of transactions-- at which point it was an easy link for me.

Im basing that on the fact that I've created 4 accounts over the last week and one today. CAP1 accounts added to all of them.

And for the record, they were never blacklisted. There was an issue with paypal being able to track payments to accounts. CapOne wouldn't let them. People were having issues getting transfers. They were not hitting their accounts or being returned to paypal.

I myself have had too many issues with Capital 360 to ever bother using them. Perhaps it would be possible to add it to a more established account. Perhaps not. I know I myself am not going to risk it and attempt to add an account from a bank I find problematic to an account I invested time in - not when there are so many safer banks to choose from.
