Choosing stealth account name and address

How do you choose your stealth name and address and what's your procedure?
When I talked to eBay last time to increase limits because I got 0/00 limits upon opening, they asked me how long I had been living there (some random house-for-sale address) because there was no match in public records.

I'm confused.
Any help and tips are appreciated. Thank you! :)

Any random address would be fine
Random name is also fine

The key is to make sure you have bank verified the PayPal and then open the eBay sellers account. That should give you 10 item limits
