Paypal and Stealth Ebay Question

I have a problem hopefully you can help. I bought a stealth account and have sold*$736*so far. Now PayPal is telling me I have until March 2018 to verify my legal name, ssn, date of birth. I'm not sure why. I haven't sold a lot. Any ideas?
