Photo ID address and address on Paypal dont match

The address on my driving licence (genuine ID) and address on my stealth dont match.

The address on my paypal account is to a unit on an industrial estate. If my account becomes limited, will paypal accept a photo ID with a house address that doesnt match address on paypal account?

SO they are both genuine accounts but you just registered the Paypal to a work place address ? Probably not.

Is the Paypal a business account ?

They will accept your photo ID as proof of ID and the. Ask for utility bills for the business address
