Possible to reinstate non-payment suspension without paying?

I noticed I have a few accounts that are a few years old but suspended for non-payment. Is there a way to reinstate these without paying, like by using a simon card with no money on it, or does ebay make the full withdrawal before reinstating?

Hi- mj...Modee has made several posts regarding paying ebay fees..BUT-if they're Tenured accts..Surely you will want to keep them more than 30-60 days? Why not just Legit..pay them...gain fb..now you've got Golden accts...just a thought!
