Login and change the phone number to an accessible one. If that is the only requirement, it should be easy.

Re-read the OP again.

Paypal are not coming to the game UNTIL the ebay issues are fixed.

There is no mention based on what the OP has posted funds are going to be released.

What exactly happened? Did all of this happen before you joined the forum?

Until you get more advise please avoid talking to ebay/paypal.

If you got suspension notices, please tell us all about them. Did paypal get limited before or after the ebay got suspended.

Hello c********e,
A review of your eBay account has raised some concern that your use of services may not meet the guidelines in eBay's User Agreement. As a result, we've taken the following action on your account:
- Selling privileges have been temporarily restricted. You won't be able to list new items. You're also not allowed to register a new account.
- Some or all of your listings may have been removed. A list of any removed items will be listed further down in this email.
- We have credited all associated fees except for the final value fee for your listing(s).

To appeal this restriction, you will need to:
- Provide proof of delivery for all of the items sold on your eBay account.
-- The easiest way to do this is to submit tracking numbers for each of the items posted. This will help show buyers more of your selling history and will also allow us to confirm that your items have been posted. To upload tracking, please visit the adding tracking information page: http://pages.ebay.com/help/pay/upload-tracking.html
-- You can also verify delivery by providing the feedback you have received from buyers.

- Submit all of the following information by fax (fax number below):
-- Documentation (including manufacturer's invoices or receipts) that shows that you purchased the item (s) recently listed for sale on eBay.

-- Important --
Make sure that your name and user ID appear on each document that you submit. If this information is not included, it cannot be processed. Also, please be sure your submitted documents are current, valid, and legible.

Fax all documents to:
eBay

Hello c*******e,
After reviewing your eBay account, recent activity has raised serious security concerns. As a result, we've taken the following action on your account:
- Your eBay account has been suspended indefinitely.
- Item listings have been removed. A list of removed items is available further down in this email.

You won't be able to use eBay in any way. This includes using another existing account or registering a new account. Any outstanding selling fees are due immediately, and any amounts that you haven't previously disputed will be charged to the billing method currently on file.

We've taken this precaution to protect our members while we make sure that the activity doesn't cause harm -- however unintentionally -- to the eBay community.
Here are the listings we removed:
- Sydney Sheldons AFTER THE DARKNESS
- Sydney Sheldons AFTER THE DARKNESS
- Charger Power Supply Cord

We appreciate your understanding.
Thanks,

eBay

Worst case scenario, there are pre-written threatening e-mails that pretty much tell Paypal that legally they can not withhold your funds, and if they continue to do so, you'll file complaints with X number of authorities.

The trick is to find an updated list of working paypal e-mail addresses that supersede basic customer service lines. I was only able to find one, but it has worked to get 3 different accounts funds released. I can try to dig it up if you want it.

There is a recent post by a member here with e-mail addresses....trying to dig up. He indicated some success with getting back funds.
