Don't know it this has yet here is VERO counter claim form for EBAY.

Make sure to put your county and state of where you want the claim to be adjudicated. This way the VERO owner has to travel to you or hire an attorney in your jurisdiction. Extra cost for VERO owner may help you win by default.

They don't have to travel to you based on what you put on the counternotice. Period.

However if you do get sued you can move to have it transferred to your jurisdication based on the 10th District Court of Appeals ruling in my favor stating an NOCI was grounds for jurisdication.
