What's the best way to go about this on a new account?

The gift cards are physical cards and will be sent via tracked post.

Paypal has been completely verified with bank account + vcc

Should I still expect holds? Any warnings/further advice before proceeding?

Is this considered "high risk" item?

You will most likely get holds yes

It is a high risk item with a high scam rate so you have to take that into account when pricing your items

Hmmm ok but as long as I have tracking etc I should be alright? Or should I build with another item?

Also, you are going to probably run into limits on how many you can sell within a given amount of time.

In theory yes, in reality though PayPal and eBay will often still side with the buyer

Its free money to scammers, buy a gift card, use it, then claim it didnt work, and get refunded by the eBay Elite Customer Service Agents.

I would find a safer item to 'build' an account with.

Selling gift cards can cause you all kinds of issues.
