Even if it works, you are asking to be limited, as there's probably about 100 different accounts associated with the same number -- the same concept applies to any service which recycles its mobile numbers.
I am sure there are lots of reliable options for this on the forum, however, for the simplest approach, order an EE sim card and use that number, to be certain it is fresh and PayPal won't detect anything untoward with it.
If making stealth accounts in bulk, please consider a method outlined by the previous poster above, but ensure the numbers are not pre-used.
The reason that some virtual mobile numbers do not receive PayPal's messages, is because some providers purposely block it to prevent financial fraud connected to their numbers. Otherwise, the messaging service used by PayPal cannot accept the number for whatever reason they have determined.
