moving house - new account
 

i know that a new user account would make it ok to use a new account with different information, i take it i can just reinstall windows so it will be like a new pc just incase i did hit ebay with my old user account on the current setup

They simply recommend to add a new user account because the new User has "Clear Cookies". Even Evercookies or Supercookies saved by ebay or paypal will not appear in a new user account. If you delete your OS and reinstall it, of course such cookies will be gone too. It's NOT about the USer account or the User Name on windows!

Yes you can reinstall windows for the same effect - but its overkill and unnecessary since a new windows user account accomplishes the exact same goal.

New user accounts would suffice. But if it helps you sleep well at night, go ahead an reinstall Windows.

I regularly do the latter anyway on my personal devices, just so it gets rid off all the unnecessary files and applications that are clogging and slowing down the system which I no longer have use for.
