Personal eBay - PP limited years ago

Hey there, I had both an eBay and paypal account years ago, I was just able to get hold of my eBay account back, but from years ago I have had my paypal limited. My eBay account has never sold a single item, not sure if it's possible to make a new Paypal, and start fresh? Since the eBay account is fine.

Its possible if its never been linked to the banned paypal?

Even if it was linked, you could try linking a new paypal. To give it the best of chances you would want the majority of the information to be different.

Its unlikely to succeed if you just sign up to paypal in the exact same details you got banned with.
