Closed without seller resolution

Have a low seller limit account which had a return I forgot about an now closed by ebay so its a 2 nd defect which will classify me a poor seller now as limit is 0.03 and I will be 0.05%

Any ways to recover this? , only can sell 50 items a month which if I'm further down rankings will be difficult
