Recently my PayPal was banned Permanently so I have to move to stealth . I have a lot of questions . My first one is do I have to make a new eBay account or can I continue using the one that was linked to the banned PayPal ?

Get the stealth guide, it will cover all the basics.
You will need to stop using that ebay. A new ebay/paypal combination is the best way moving forward.
