run USA ebay.com with a UK account

I am curious if anyone know if I can use a UK ebay account to run sales on ebay.com ( USA) ?

I know i could do that after the verification at the 1000 pound mark. What about a fresh new account ?

You can sell on ebay.com with a UK ebay account. There's no verification needed for ebay UK.

A US account would require a US paypal which means it needs an SSN and other things due to the new regulation. Is it possible to have a UK ebay and paypal account, build it up slowly in the UK then start selling items on the US market with the UK account? The payments would go to the UK paypal account therefore avoiding the new US paypal regulations
