do paypal accept card delivery letter as proof of address?

paypal asked to provide proof of address but i do not have the statement yet. does paypal accept credit card/debit card delivery letters from banks? it is a letter with the card attached on the letter.

Never tried that one. Better to ask PayPal if they accept that?
eBay and PayPal accepts my passport as proof of address, aside from the utility bills and bank statement.
