Can I withdraw or Use Money in PayPal UK or Ireland

I was told that by new regulations, before you withdraw from USA PayPal, you have to provide FoB and social security number.

I then decide to open UK or Ireland PayPal. To use and receive payment my website.

Is it same in UK or Ireland?
As I am not in UK or Ireland, how can I withdraw or use the monies I will receive?

You will still need a bank account to withdraw - unless you buy things/spend money around

You add a US/UK bank to withdraw, to add a US bank you will need to contact Paypal. You can send money/buy things as normal with a UK account
