I just signed up for ebay my paypal is verified with bank and cc
when i try to list an item it says your selling limits are zero
shall i wait ? because it says they will periodically check and raise them
or what shall i do i cannot call them

Maybe try chat if that's still an option? I don't think they'll ever automatically raise you from 0/0 so contacting them in some way would be the only option. If chat's not an option, phone number spoofing and calling in is.

0/0 limits are usually caused by bad details on account creation. Usually the phone #.

Not a good start from my experience

0/0 selling limits means something triggered ebay system bad IP, virtual number , blacklisted address etc. Your account is flagged but can be unflagged by calling them or chat

As phaz0rz mentioned mainly it is because of phone number

did you use virtual number?

I had once the same issue. I waited a few hours and contacted ebay by chat. The agent said it was a glitch and fixed it. After refreshing I was instead with 10/650 as a new account, with 30/£2000. That was 3-4 months ago and the account is still good. I use Three sim for verification.

It’s been happening randomly with new UK accounts for the past few weeks now.

If it is the glitch your zero listing amount might also have a dollar sign next to it and not a pound sign.

You can either just abandon the account and make another or since you have already attached you bank you can use the live chat to ask them to sort out your limits

I just ring them that works ok juts make sure you have all your details at hand incase they ask you any questions

Rather than calling in I try to use live chat. From the 5 accounts i've had over the last couple of weeks with a 0 / 0 starting limit they have all been fixed to 100 / £3500 or better

I got 0 limits phoned them up had all my account deets at hand (just in case she asked questions) She gave me 100/£5000 today :: boomph

Not sure how things work in the UK but in the US in many cases the phone number being is used is the reason for getting 0/0 limits.

If you get 0-0 limit , click on option for ebay to call you and tell them your ''A new seller and selling for your son'' i did that today and got limits increased. Depends what kind of rep you speak to.
