PayPal bank statements

Is it normal practice for PayPal to ask for bank statements ive spoken to a few eBay/PayPal business and they're stating they've never been asked to sent it statements before

I am not. I am just pondering on my previous PayPal as they asked for bank statements a few times but everyone I've asked that's succesful on Ebay PayPal is stating they havent been asked for bank statements

Paypal has asked for bank statements to verify your address,your ID,these days if you have a bank account,you are more likely to be a legal resident .
Some folks do not have utility bill in their name,if they are living with family,or utilities are included in rent.
some do not drive,so they dont have driver license
