For a short period of time it worked ok. Now stucks again..
Simplest solution as stated before- just use mastercard on your PP instead of VISA and it just works OK.

No idea about .de or .co.uk but when you reg .com it has no problems, master card or visa also not a problem, first reg paypal and verify, wait 2 days, than reg ebay and link, everything works perfect. You dont need to reg ur country account, do .com and sell on .uk or .de etc... after sales go up to 2500$ or pounds, simply put random VAT number and they will not block ur sales cause of VAT.

yes, forgot to tell, do not reg business accounts, once u got biz account they will ask VAT after 2500 pounds or dollars received from sales, they are not asking from personal accounts to add ur VAT

I just received the following email from PayPal and have confirmed this issue has been resolved for me:

"We apologize for the delay in email response.

I have received an update from our internal development team as below :

"There were some issues recently with eBay and they seemed to have recovered from the issues and I understand most of the sellers are able to link PP account in eBay barring few which probably fail to pass the rules check."

You do the same mistakes! Its more important to use clean IP, i did bought my router in Latvia, it cost 30 euros a month and it gives you each time new ip, even if you in UK or Spain etc... i can easy do any UK or .COM accounts now, also use good VCC, not the one which writes you in paypal, than you using pre-paid, but the one when it says credit or debit card.

Today i have started up for selling on 6 accounts in total. Small items which i later cancelled as i was doing this just for a test. All my EB accounts are registered on ".com". All are 1-4 weeks old. 3x of them has mastercard prepaid on paypal and 3 of them has VISA prepaid.

While all EB+PP sets with VISA on paypal did NOT allowed to list with "requare immediate payment" option. Also on their EB settings there is a note whitch is little bit bifferent:
"Your eBay account is linked to this PayPal account for purchases: Unlink accounts." <---NOTE that there is NOT your half blanked paypal email - just no email at all, just a button which allows to unlink accounts.

Also now tried to link two more EB and PP accounts with VISA but did not listed anything and in EB settings can see a note "Your eBay account is linked to this PayPal account for purchases: Unlink accounts." No half blanked pp email there... I suspect thous are gonna be problematic accounts which will not allow to requare immediate payments.

However two fresh accounts with mastercard but no listings yet says:
"Your eBay account is linked to this PayPal account for purchases: X...X@gmail.com Unlink accounts." and somewhy after today i think thous are going to be good.

Coinsidence or what?!

Some of you could double check this method and post results.

I can confirm this. Was using Visa VCC from revolut, i changed to Master Card, works fine now.

eBay is actively trying to tie sellers to MP.

Trying to attach new PayPals might be the issue this time.

It is another round of crap I agree but we have to try to identify what stops us trading or selling.

Whenever this happens it always affects only the newer PayPal accounts (ones made after the issue has begun), so it's the exact same problem as last time. I'm still able to list just fine using PayPal but I can't use the immediate payment option.

It took them months to fix last time (after denying it was even an issue for ages) but I wonder how long it will take to fix this time. Supposedly last time it was an issue on PayPal's side, not eBay's.
