Where can I create VCC?

Hello,
What site or application do you recommend to create VCC (with start balance) for my PayPal account? I'd like it to be for 3 years period. I can confirm it with ID.

No. Do they provide prepaid VCC? Can you verify PayPal with them?

Yes they do have a prepaid vcc you can use. and yes you can use it to verify paypal.

I will try to set up an account there. For now they have some "problem" and can't send me SMS confirmation :/

They require to add $10 or more to open VCC.
Any alternative that does not require to add money?

Revolut does not work on ebay nor paypal
try marketplace for working VCC

You can just buy a gift card (VCC) from the supermarket. No need for ID.
