eBay UK Promote your listing option

Hello guys, possible anybody could explain?
Few month ago when you open new eBay account even from first day there was Promote your listing option available(sponsored listing), now days when you reg account 95% new accounts dont have such option but some times they still give it. I am bit confused, possible i am doing something wrong? Anybody could please explain how to get that option right after registration as it was before?
