Halifax Letter Regarding Confirmation of Payee

I received a letter from Halifax (sure a lot of you must have)

They will be going ahead with COP

But they say basically other banks can see Name / type of account (business or personal)

Is PayPal a bank though and would they be able to see this info

I would’ve just taken a picture of the letter and posted it

I use Halifax but have not had the letter yet but I'm very interested as to what people think
