Smart Phones and eBay

I’m having a bit of a tin foil hat moment so forgive me if this is a silly question.

If I factory reset a smart phone that I have used previously with ebay am I good to download the ebay app on it again for a different account?

No, because the phone's IMEI is recorded by ebay.

You can use the phone's 3G connection to tether to another device but you can't use the ebay app on the phone.

Ah what. This can't be something they look at? Surely?

I feel like, you could probably use the phone once or twice and then you'll have to get rid of it before having a trail of accounts to that specific IMEI
