Paypal comfirmation of payee

Does ppal use confirmation of payee on newly added bank accounts to which they have not made a prior payment and if so does blocking the release of this information cause the bank to be rejected by ppal? Are there any banks/accounts known to bypass this problem or is blocking the release of the info sufficient? Any help would be appreciated.
