I have one from long time ago,IF I recall,there are more than one?
One taps your PAYPAL fund,backed by bank account,ANDYOU GET 1% REBATE ,the other you have to pay a monthly fee and you put the money in a bank account and move money back and forth between the bank and PAYPAL
you have to have a valid address and may be SSN

OP. has a UK flag and posted in that section.

No SSN exist for UK

As I vaguely recall the card got cancelled towards the end of 2019.

Debit card is nowadays a Business PayPal Debit one. Must have a business account to use.

I dont think either Paypal prepaid debit cards are available outside USA,NOT EVEN Canada

I should have added: debit card for a PP business account

What is the criteria?

No invite. Application is made by the seller. This is a Mastercard

Must be over 18, have confirmed UK address. The PayPal account must be in good standing.
