Can I still buy if I don't pay selling fees

I have 2 stealth accounts which are going to MP end of May, I am not going to sign up with MP and will let the accounts die.

If I don't pay the fees for this month obviously the selling side will get banned (also for not joining MP) but will the whole account get closed, or can I still use it to buy without ebay trying to take the fees from the attached credit card?

Buying will not be affected, any auto payment methods will be attempted
