Now when you add a bank card to ebay payment, does ebay verify that the owner of the ebay account matches the owner of the bank account?？？

My ebay account is a stealth account

A card and a bank account are 2 separate things

A card they will run an AVS check on, which depending on your bank, can fail.

A bank account is fine to add
