Lets say I open 20 ebay and 20 paypal accounts

What would I do about the registered addresses? Do I use 20 variations of the same address? Would that work ?

Or would it be better to use different addresses for each account ?

Obviously all addresses would have to be in the vecinity of where I live , and i would need phone access to verify those accounts, but lets say all those peripherals are taken care of.

do not use variations, just use completely different adresses. just make sure each ebay and paypal address match. depends on what your doing though really.
