Paypal set up?

I signed upto paypal in september last year but didnt verify etc. I have just added my bank deposits and it says the account is fully verified?? I havent added an vcc or done a telephone confirmation?? is this right?

yes its verified, the location phone verification is to lift limits

you can add vcc to pay fees, which is recommended
