What causes flags in Customs

What do Customs take in to consideration when a parcel enters the country?

• The state of the box
• The weight of the box
• Whether or not the company sending has had previous seizures
• If you have had a previous seizure, does the name flag up if the same as before even though a new address is being used
• Address flagging
• Random spot checks
• Pre-planned operations

Forummember they do all that and more I can imagine since they must log each seizure - a cross-search of their own database would be part of their SOPs for sure.
