royal mail claim

I made a claim for recorded delivery that did not arrive or at least is not signed for online.

I got a letter from RM saying the recepient did not answer their enquiry and they are closing case as they assume it is received!

how do I appeal this, or is fact that it is not signed for enough? should I tell them to prove it is received, which or course they cant.....
