Safe using Tmobile uk 3G and Android Ebay App

Hi all, just bought the ebay stealth guide and slowly understanding it, im wondering if i use 3g from Tmobile uk 3g, everytime i reconnect 3g it changes IP so that is good aint it ? so is safe, also about the Ebay app does it have cookies or knows whats been connected before ? or safe to use ?
