paypal is asking for Personal or business income tax return/filing

HI!
we made a total sale of 15000 GBP this month selling legitmate costumes and stuff. Now paypal has limited our account and asking for business licence or Personal or business income tax return/filing
Don't know which documents to send , can anyone help , as i never declare my ebay income.

yes it's even strange for us, but is there any high volume seller who faced the same problem, we din't know that they ever ask for income tax return filing .
