Want to buy account but no UK or US bank
 

Hello!
After tens of times suspended from ebay and PP, I am thinking of buying an ebay + PP acc. I am not from UK or US. I'm from Macedonia. My country isn't even on a PP list.
My life get's better when I'm active on ebay. But now I'm on stand by.
My question is this.
How can I withdraw money to a bank account when I don't have one.
I read something about payoneer cards but they don't have bank accounts.
I chatted live with the payoneer customer support but they are too lazy and I didn't get any relevant answer.
On UK and US PP I cannot withdraw money on the Card. These countries offer withdraw on bank accounts.
So I'm interested is there anyway to open a bank account in these countries or open online bank account to pass through PP system and withdraw the money via ATM from card?
Payoneer told me something about US payment solution, but I'm not familiar with this.

there was mention of a VCC that has real IBAN so can withdraw to it.

Can you be more specific?
I am not familiar with this at all....
I need also a plastic version of the card to withdraw money from ATM.

You should apply for Payoneer debit card and after being approved you can get an us virtual bank account connected to that card. So you will be able to transfer money from PP and than withdraw it at atm with dc. Yes, they send you a real plastic card in a month approximately.

I am from serbia so also screwed like you without option to have pp.

Would like to know how you opened and managed eb & pp accounts in your country, so far.
