Never tell them that you won't provide what they ask for. They won't ask for anything else, you'll simply lose the account.

If you're stuck for ID and utility stuff, message a mod such as GreenBean. They'll be able to point you in the right direction ;)

By linking Paypal correctly you should have 25 to begin with. Letter increases it to 100 etc.
