EB items limit increased but values stay the same

Just had items limit increase by 800 per month to 1630 which is great, but they have left the value limit at £5200.
I can easily list the 1630 but it would take me way over the value limit.
Is the standard practice?
I have listed items up to the value limit in the hope that this will at some point trigger a value increase as the general consensus seems to be to not make the phone call to get higher limits.
