When you make a new account at one point you have to re-enter your name address and date of birth. Then a logo comes up saying it might take 30 seconds.

I am pretty sure they check details against electoral roll or something similar?

But what do they check for?

Name and address only?

or

Name Address and DOB?

What must match in order for them not to ask for documents?

They only give 2 attempts and then have to upload documents.

You are forgetting the £1900 anti-money laundering demands from paypal. Documents are needed to have that sorted.

Postcode and address must match records.

Did you do that or make up something?

If you are setting up stealth accounts versus stealing identities, the electronic check will always fail and you will be asked to send in documents.

DOB is on the full electoral register, so they could see that info.

If you are stealth you'll have to provide the documents anyway to get the £1900 limit lifted.

Allowed does not matter.

When you made your account, by default you accepted their T&C.

Within them, they state what they will do to ensure their backside is covered.

Your mission is to work within their needs.

I've literally just set up a new account and entered legit name, address and date of birth. Pressed send and it got rejected. Pressed send again and it got rejected so have to send over docs.

God knows why it came back as unable to be verified as they are legit?

You are saying you attempted to make an account with real name, address and postcode?

Was the address 'clean'? No chance of being flagged?

In the past 18 months, I know of 9 times where such an endeavour has had the same outcome.

Everything on the account is squeaky clean and it rejected the home address.

Out of curiosity whose details were you using for them to be legit?

The only ways Paypal haven't verified legit details for me is if I have entered something incorrectly, there is an account already set up with those details, or I have not matched up to their checks.

What do you mean by legit?

Would the information used appear on the electoral register?

The address / account the persons name in has never used Paypal before.

Having the same issue adding a card. It can't verify the billing address.

It's driving me crazy. 1st it won't verify the home address which is on the electoral register and now wont verify the card billing address which is a business address that the card is registered to.

I've checked everything over and over and over.

Are the details of the person you've used ie name and dob on the electoral register at the address you've given to paypal?

Yea they are. They have lived at the address for around 20 years.

Could it be the creation of a business paypal at a residential address? The checks for a business paypal will probably differ from the checks carried out of a premier paypal. I'm not saying this is what it is, just thinking out loud.

I have used a residential address for a business account 18 days ago.

To update:

I have now got the card added. After speaking to the bank it turns out it is their policy to have the card billing address (even though it is a business card) as the business owners home address, so after selecting the billing address as the home address the card has now been accepted.

Yet what is funny is it still rejected that same address when trying to verify the business owners home address during the rest of the verification procedure.

Going to upload the docs they requested now and see if it solves the issue.

Just uploaded the docs and have now been asked to also upload a copy of the company's certificate of registration as they couldn't verify the company number either.

Is there anything they can verify at the moment without problems. It seems something isn't quite right with their system?

I haven't encountered those problems myself, but from experience Paypal can sometimes have glitches.

I hope you get it resolved.
