Question regarding new 'seller protection rules'

I recieved a email a few days ago saying paypal were changing the rules around selling and that now previous ineligible purchases for sales on paypal maybe protected.
I wondered does this mean that you can just send to a unconfirmed status paypal address now or does it mean that they are going to allow shipment as long as it's delievered to an address?
I know that may seem a dumb question but i just wondered..

I havent seen that announcement but I would not send an expensive item to an UNVERIFIED pp address
