So I was thinking yes I've been band from PayPal at my address yes? What if I make a PayPal in my mums name to my address surely they will let this pass? Because its not my mums fault I've been band so surely another member in the house hold can make a PayPal in this address. Am I right?

This won't work, PayPal don't care who's fault it is. Your address is now black listed and you have to use stealth details in order to have another PayPal account.

Not a good idea to to use a family or friends details, what happens if that account also gets limited.
