Can ebay use paypal to take fees

You must have some form of payment method set up to pay your ebay fees. If that is what you have specified as your backup payment method, then the answer is yes.

Yes so long as a direct debit is set up and the information registered on PayPal matches your Bank information. So in the case of mismatching names this will not work.

That is a very good point raised by JamesNorth. You never want to give PP a reason to dip into your bank account to pay your fees. Your name will be visible to PP.

This is why you always want to leave enough money in your PP to cover your fees and any chargebacks.

Or use a VCC/gift card to pay eB in ADVANCE of taking fees from pp - better idea

This is a very good method. Another is to ensure that you have left enough in PP for for your fees + and potential refunds and charge-backs.

If you set the account up to use paypal for fees and had the DD attached, then yes they can.

Back in the old days, this was avoided by using the below method

I use it on all my accounts. I control who touches my own money. Never give paypal any leeway to touch my bank account.

This might be different as you're in the UK...

For USA accounts, I've had good success in withdrawing funds to unverified bank accounts, while having a VBA on the account that is verified. They can't withdraw funds from unverified accounts, and the deposits go through just fine.
