You should NOT use the eB app - lot of posts about this.

You can use the browser and email client providing you follow stealth methods.

However the e/b app is NOT RECOMMENDED as it uniquely identifies the device it is used on which could cause problems

I been using the app switch u can create 9 user accounts so u can keep cookies so far very useful and seems safe , I messaged the app creator just to confirm that each user account keeps it's own cookies they confirmed , so so far so good

It's not cookies that are the issue with the e/b app but the fact that the app picks up the UDID of any IOS device it is installed on so user accounts are not protecting you from being linked

Of course. I'm not promoting the eBay app at all please do not use, but to use the iPad as a primary station the app switch allows u to log in using a browser with up to 9 user accounts so you can have an established home if u choose on ur iPad with cookies for each account, otherwise as a primary device it is no good if u need to clear cookies every time u log in and I'm speaking by way of browser, sorry if I wasn't clear, the app was removed from my mind over a year ago now

As DmShark mentioned, you can use App Switch + Atomic Web Browser is a solid way to stealth on an Ipad. By no means should this be a primary way to stealth but it will work if necessary.
