lost/damaged in post

If the item sent with tracking details is lost or damaged in the post and the buyer opens a dispute, will that count in the DSR's?
In one instance a customer lodged a dispute because he hadn't received it, then shortly after that it arrived damaged. He didn't lodge another dispute but added a note that it arrived damaged. It's on record as not received.
