Uk paypal question

So im from the U.S and i want to open a uk paypal just to buy online good from store's that doesnt ship to U.S and does not take U.S payment.im using forward shipping company to ship my stuff

So question is how do i go about setup a new uk paypal?

1.do i need to attach bank account?if im only using it to buy good
2.which is best way for phone verification?

uk paypal - for verification, you would need uk bank account.

Phone verification - get UK number.

I know the steps to setup..i mean where do i get a vba for uk?i dont see anybody selling on here or maybe i havent look hard enough..point me to the right direction
