PP + VCC expose number
 
I have removed all receiving/sending limits on a new PP & verified by adding a bank account but I can't seem to find the option of getting PP to charge my VCC & the uploading of the expose number? is this not required if all limits are removed?

If you have removed everything on the PP account I believe you are good to go.

when you go to the card information on your paypal account,
under where it has the address details does it say 'confirmed'

It not then there should be a link on that same page to confirm address.
