does anyone know the best online currency exchanger who accepts paypal, so i can use funds in paypal to have the currency exchanged?

I don't use those services - many of them look very risky.

Scams for a start....although some can be vouched for but the majority I wouldn't go near.

Why not just add a bank account? Why add more risk to the plan?

You used paypal and exchanges in the same sentence which is too high a chance for limitation.

As above, 99% of all these sites offering to exchange Paypal or to cashout Paypal are nothing but scams.

The ones that are legit have huge commission rates for exchanging Paypal.

Stick to using bank accounts.

Just add a bank account. Plenty of them about in the UK
