21 day holds on "Service" payments outside EB?

Hello all,

Looking to setup new PP account to accept payments for services.

Transactions will in no way relate to EB and will all be for services. Is it likely that the 'new account' 21 day hold will still come into play even after CC verification?

I know there's been a lot of changes with both EB and PP recently.

Thanks - couldn't find this specific question anywhere else.

Yes, indeed.

paypal got rather savage towards the end of last year.

Even off ebay transactions get the horrible holds.

Yes - it is POSSIBLE - difficult to predict in advance but holds have been placed on off-eB transactions
